Solidarity and Dignity Program

The Solidarity and Dignity Program is a conditional cash transfer program launched by the
Ministry of Social Solidarity under the umbrella of developing social safety nets

Target Groups:

  • Husband, wife, and children in primary, preparatory, and secondary schools
  • Widows with or without children
  • Husband over 65 years old
  • Wife over 65 years old
  • Under 65 years old (from birth to 65 years with a disability)
  • Divorced women
  • Women abandoned by their husbands
  • Families of prisoners
  • Orphans (both parents deceased)
  • Unmarried women over 50 years old

Eligibility Criteria:
1- The spouse, partner or elder should not be employed in the government, private sector,
public sector, or receiving insurance pensions or welfare assistance.
2- The applying family for the Solidarity program should have children from newborns up to
eighteen years old, with children aged six to eighteen in various education stages.
3- Individuals applying for the Dignity program should be elderly individuals starting from age
65.
4- Those with disabilities or chronic illnesses that hinder or diminish their ability to work,
confirmed by medical examination, are eligible, provided the condition or disability is proven.
5- Orphans who do not receive care from their father or mother but from relatives beyond the
second degree or further.

Conditions for Continued Assistance during the Eligibility Period:

  • Children from beneficiary families of “solidarity” must attend education with an attendance rate
    of not less than 80% monthly.
  • The mother must attend three health awareness sessions at a minimum to follow primary
    health programs, growth, and pregnancy monitoring, and to administer all doses of vaccination
    programs to children throughout all age stages up to 6 years.

:Exclusion criteria from the program

  • Ownership of agricultural land (half an acre or more).
  • Leasing agricultural land (one acre or more).
  • Ownership of real estate properties other than residence.
  • Ownership of one or more commercial premises (registered or unregistered).
  • Ownership of livestock for trading (three or more cattle or ten sheep or more).
  • Regular employment in the private, public, or government sectors (with insurance coverage).
  • Regular employment in the private, public, or government sectors (without insurance
    coverage) with a monthly income equivalent to 2200 Egyptian pounds for a family of four.
  • Ownership or partnership in private projects (registered or unregistered, with project value
    specified).
  • Receiving pensions from private, public, governmental, military, or police sectors.
  • Receiving a pension as a beneficiary of 2200 Egyptian pounds or more.
  • Traveling abroad for work purposes (before or after program acceptance).
  • Ownership of vehicles with a model year later than 2000, tractors, tuk-tuks, or any other
    vehicle.
  • School expenses exceeding 3000 Egyptian pounds per child annually.
  • Ownership of heavy equipment such as loaders, flour mills, or construction mixers.
  • Regular support received from civil associations amounting to 400 Egyptian pounds monthly.
  • No indication of the family’s social status (pending verification).
  • Three months have passed since the family’s release from prison (pending verification).
  • Enlistment in the armed forces or police force or receiving a pension from these entities.
  • Ownership of agricultural land larger than one acre.
  • Ownership of properties other than residence for investment purposes.
  • Ownership of agricultural tractors, taxi cars, transport vehicles, or privately owned vehicles
    manufactured after 2000.
  • Employment in the private sector (with or without insurance, whether through comprehensive
    compensation or other means).
  • Employment in the government sector (with or without insurance, whether through
    comprehensive compensation or other means).
  • Presence/employment abroad at the time of inquiry (stable residence within the country for a
    period of 6 months before the application date).

Membership Procedures:
Applicants must visit the social unit affiliated with their place of residence with the required
documents, which include:

  • Valid national ID card copies for individuals aged 18 and above.
  • Copies of marriage or divorce certificates.
  • Family registration from the civil registry
  • Birth certificates for all family members, preferably computerized, for individuals under 18.
  • Copy of the ration card, if available, with the name of the supply office.
  • School enrollment certificates for all children aged 6 to 18, and university enrollment
    certificates for enrolled students.
  • Disability assessment code from medical committees in cases of chronic illness and disability.
  • Copy of the death certificate of the spouse (for widows/widowers).
  • Copy of the migration certificate or evidence of separation.
  • Declaration of guardianship for orphans.
  • Copy of the imprisonment certificate for cases of parental imprisonment.

:Official documents required for card application

  • Valid national ID card copy.
  • Birth certificate copy for individuals under 16 years old.
  • Three recent coloured passport-sized photos of the applicant on a white background (size:
    4×6).
  • Digitalized medical report for individuals with moderate disabilities and a medical paper report
    for individuals with severe disabilities.

Child Pension:

  • Orphaned children receive a Dignity pension of 350 Egyptian pounds monthly.
  • In addition, a monthly scholarship is provided to each child benefiting from the pension
    provided, needing to attend basic to intermediate education regularly, up to a maximum of 200
    Egyptian pounds monthly for a duration of 8 months from October to May.
  • The child pension is granted to children under 18 years old, and applications for the pension
    are submitted to the social unit affiliated with the place of residence.

Conditions for obtaining Child Pension:

  • Egyptian nationality.
  • Age under 18 years.
  • Absence of a fixed income.
  • Both parents are divorced.
  • The mother is married to someone other than the father, and the father is married to someone
    other than the mother.
  • Orphaned of both mother and father.
  • The father is imprisoned, and the mother is married to someone other than the imprisoned
    father.

Documents required to obtain Child Pension:

  • Copy of the birth certificate.
  • Insurance letter.
  • Copy of the parents’ divorce certificate and copy of the mother’s marriage certificate.
  • Copy of the parents’ death certificate in the case of an orphaned child.
  • Prison document in case of the father or mother’s imprisonment.
